AB 1993 Seeks to Increase Throughout California The Allowed Capacity of Residential Care Facilities for the Elderly While Still Being Considered a Residential Use for Local Zoning Purposes
FRESNO, Calif., May 30, 2024 /PRNewswire-PRWeb/ -- George Kutnerian, CEO of ., a leader in residential care for the elderly, is rallying behind advocacy efforts for , which proposes to increase the maximum capacity of Residential Care Facilities for the Elderly (RCFEs) in California from 6 to 10 residents while still being considered a residential use for local zoning purposes. This legislative effort aims to address the growing demand for housing and care among California's older adult population.
AB 1993 was introduced by Ash Kalra (D-San Jose) and is co-sponsored by the (CCoA) and ., a statewide trade association representing small RCFEs, for which Mr. Kutnerian serves as Senior Vice President of Public Policy & Legislation. AB 1993 will increase the positive impact made by small, independently owned RCFEs by allowing them to house and serve more residents while also strengthening their viability.

In April, Mr. Kutnerian testified before the Assembly Human Services Committee as a primary witness in support of AB 1993, highlighting the bill's promise of improving access to housing and care for the increasing number of California's older adults living alone and with chronic illnesses by potentially adding thousands of residential care beds leveraging California's existing housing supply.

On April 2, 2024, AB 1993 successfully passed through the California Assembly Human Services Committee (7-0). AB 1993 was subsequently amended reducing the maximum capacity allowed while still being considered a residential use from 10 residents to 8 residents and on May 16, 2024 was passed as amended by the Assembly Appropriations Committee (11-3-1).
